Microsoft has been working on blockchain technology that uses the Bitcoin network. Is Microsoft/Gates using Factom's technology?

According to Factom's website: "The Factom® Data Integrity Protocol is a blockchain utilized by the U.S Department of Homeland Security and the Bill and Melinda Gates Foundation. The protocol provides easy integration into legacy systems without the need to handle cryptocurrency."

It apparently works on top of and writes transaction to the Bitcoin network. Microsoft's new technology apparently also does this. The project is listed on Github. What do you think?
